From the beginning of the mid-1970s, China has implemented the policy of family planning around the country; most of the couples of child-bearing response to the policy’s call to only have one child and they places hopes on them. However, due to disease or accident,many couples suffered the misfortune-the early death of their only children. We call the people over49years of age left childless after losing their only child as’Parents Who Lost Only Child’. According to the survey, there are at least one million families that lost their only children at present. Far more cruel is that such family will add76000every year. Some experts estimate that in the near future, there will be more than10million only children who die before the age of25in China, which means that there are20million parents lost the only child when they enter the middle and old age, becoming lonely and helpless old men. Currently, this group is growing; for loss of their children and growing old, they can only live in their own world for the rest of their life and bear the pension pressure and mental suffering alone. The senior citizens have to bear the misery of losing only child themselves. Then, how to make the group has a sense of security in old age has become a social problem which the government can not disregard. Therefore, for this group, providing effective help to take over the future they had hoped on their children has become an important task to be solved for the whole society.With the increasing number of the parents who lost only child, the material and spiritual pension plight faced by this group has become a serious social problem. Although governments at all levels have began to attach importance to the difficulties encountered in this group and put forward some corresponding protective measures, it is still inadequate to solve the fundamental problem. In this paper, through understanding and mastering the present situation of this group in Shijiazhuang, with the center of Maslow’s hierarchy of needs theory, social support theory and welfare diversified theory, from the perspective of the demand and the social support, we analyze the material support, spiritual comfort and other aspects of the old-age security predicament caused by the loss of only child in this group, understand the most realistic and urgent needs for their old-age security, make policy formulation and enforcement division in the system design and practice according to the requirements and tendencies, realize the maximization of the effects of support policy, and put forward to construct the support system of multi-level multi-dimensional and multi-channel led by the government, involved in the government, society, family, community to participate. In this way, this group can get rid of the pension dilemma due to the loss of only child through a diversified supporting system.
