Amony the inovative factors Science and technology talents constitute the most initiative core element. Science and technology talent is the fundamental strategic resource of the regional development and the important sign of the comprehensive strength and the core competitiveness. The Tianjin city needs to vigorously attract and make full use of the talents’ active function especially the science and technology talents’ function to transform the economic development mode. In recent years under the leadership of the Municipal Party committee, The city of Tianjin has promulgated a series of policies. These policies created a good environment, which can help to attract international science and technology talents to come to Tianjin city to start a business. The key points of attracting talents policy include introduction of national talents, attracting talents to the area of development, distinguishing experts, intoducting returned overseas students, introducting the foreign experts implementating engineering project. However, there are gaps between Tianjin and developed countries and regions in the policies of introducting talent resources. And compared with the developed disticts of China, the Tianjin city does not have the advantage of talent resources. This paper devoted to carrying out comparative studies of the introduction of Tianjin Municipal Science and technology talents especially high-level international talent policies. According to the comparative analysis of attracting talent policies in Tianjin city and the developed nations and areas of the world and national developed districts of China, the author hope to find the existing problems of attracting science and technology policy in Tianjin city. And the author also hope to improve the policy of attracting talent in science and technology further.This thesis mainly consists of eight parts. including introduction, the basic theory of attracting talent policy system in science and technology, Analysis of the advantages and disadvantages of attracting talent in science and technology policy in Tianjin city, related policies of attracting talent in science and technology in foreign countries,Investigation and analysis of the current situation of talent attracting policy environment in Tianjin, the advice for Tianjin city to continue to attract talent in science and technology and the conclusion,summary and outlook.
