The science and technology specially appointed personnel system was first founded in Nanping, Fujian province. It's a new way to solve "countryside, agriculture and famers " difficulties in new times, which can promote the countryside economy and the development of the society. Liaoning province tried the system of science and technology specially appointed in Liaoyang County in the year of 2002 firstly, which was based on the experience of Fujian Province. During theses years, more and more science and technology talent have been sent to rural areas and the work of the science and technology specially appointed has achieved a lot. But with the growth of the amount of science and technology specially appointed areas, many talent problems appears, such as the shortage of talent, the quality of the talent, the unbalance of the distribution of the talent and the outflow of talent, which has become a serious problem that limits the development of the work of science and technology specially appointed. In order to promote the development of the work of science and technology specially appointed system, we should build the supporting system of science and technology specially appointed talent, which can ensure the human resource of the science and technology work and maximize the effect of the talent.This paper summarizes the research worldwide on science and technology service in agriculture and the supporting system of talent, and refers to advanced experience of other areas in china. Based on this, we build the supporting system of science and technology specially appointed talent in Liaoning province. We analysis the current situation, problems, reasons and improving policies of the supporting system of science and technology specially appointed talent in Liaoning province by the analysis of the inner and outer talent system. From the analysis of the introduction, training, estimation, remain about the talent and the policy, fund, public service and environment, considering the current situation of the work of science and technology specially appointed in Liaoning province, we summarize the polices to improve the science and technology specially appointed talent supporting system, by which the work of science and technology specially appointed can develop better.
