To implementate vocational education for hearing impaired children has a very important significance, which can cultivate the children’s capacity for professional and survival skills. This not only shows the equity for education, but also enable them to become producers from consumers, which helps to reduce the burden of family and socioty, strengthen social harmony and stability, and is an important mission for the special education schoolsWith self-designed questionnaire and interview outline, investigations, interviews and other research methods were used to study 11 sepcial education schools in the cities and 8 in the counties on the aspects of: the awareness of the vocational education for hearing-impaired children, professional setting, curriculum and teaching materials setting, funds investment, professional personnel setting and employment situation. The development of vocational education for hearing-impaired children in Hebei province were analyzed holistically and objectively to summarize the achievement and problems. The existing problems are from seven aspects: ‘lack of awareness and initiativity from the leaders at all levels’, ‘development imbalance between the urban and the rurual sepcial education schools’, ‘lack of unified management in teaching and courses’, ‘inadequcy and old-fashion of the professional settings’, ‘low professional levels of the staff’, ‘lack of investment’, ‘lack of employment instuctions for the students’. The problems were analyzed to get the roots are: the leaders at all levels lack of awareness and vision; they make little effort in getting social support and aids; they are not open enough to get a clear idea; the vocational education lack of unified management; the teachers specialization levels are lagging behind; the special education schools can not take on engough in pushing forward the employment.Based on the findings, specific measures were recommended to the administrative education leaders in the districts, counties, cities and provineces in the following aspects: to raise awareness, to sound management mechanism, to hold academic conferences, to eliminate the development imbalanced of the vocational education between the cities and the counties, to intensify the team constuction of the double professional teachers, to enhance the cooperation between colleges and enterprises, to improve vocational education teaching mode, and to reinforece students’ employment guidance.
