In recent years,a number of cities have been carrying out homebound instruction work for disabled children and adolescents. As a pioneer in this work,Weifang has been conducting educational missions for more than five years. In this process,Weifang City has made certain achievements and experiences in providing home visits for hearing-impaired children, but there are also many problems, difficulties and challenges. Therefore, investigating the present situation of homebound instruction in Weifang City, revealing and accurately grasping the existing problems, and seeking corresponding scientific solutions, are positive for improving the quality of the work carried out and improving the level of education and management in Weifang City. The main research methods used in this study are literature method, questionnaire survey method, interview method and statistical method.A comprehensive review of relevant research literature at home and abroad was conducted through the literature method, and the main theories, research conclusions and main viewpoints in this field were summarized. At the same time, the relevant policies of the China and Weifang City for homebound instruction were systematically collected, sorted, and analyzed.Through questionnaire surveys and interviews with children's parents,we learned about the basic situation and family status of children in Weifang City, and their parents' needs for special children's education, psychology, rights and benefits.Through questionnaire surveys and interviews with the teachers who participated in the on-site service,we learned the status of their on-site service, the problems they encountered during the process, and the support they needed. The study found that Weifang's homebound instruction work is generally well developed.Teachers in special education schools are the main force of the education work, and provide targeted recreational education services for special children who have a need for homebound instruction. However, there are still many problems, which are mainly reflected in the lack of politics of perfect homebound instruction, almost contents just about principle, the lack of specific implementation methods, and the lack of supporting and follow-up measures. The professional construction of the teaching team needs to be strengthened;the frequency of school visits is unreasonable;the content of school visits is still focused on knowledge and rehabilitation;the content of services provided is not comprehensive;parents' recognition, cooperation and Satisfaction is not high, and lack of sufficient social support;the homebound instruction work pays attention to subject teaching.Although some rehabilitation training is carried out, subject teaching is still the main type, and the type of teaching service is not rich enough to meet the current needs of health education. In view of the above problems, this study puts forward the following five suggestions: First, improve the policy of homebound instruction and provide better institutional guarantee. The second is to optimize the allocation of teaching teams and strengthen the construction of professional teams. The third is to reasonably arrange the frequency of teaching and increase the content of teaching services. The fourth is to enrich the types of education services to meet the needs of target education. The fifth is to win recognition from all walks of life and build an appropriate support system.
