The area of learning outcomes has become the direction of higher education research. The learning outcomes have showed the student-centered education thoughts that concentrate on the study of students. At present, education evaluation guided the education development with the perspective of students as well. Domestic and external research has made numbers of research about evaluation of students learning outcomes, but few researches about the engineering along has been made. The reason why engineering undergraduates are crucial at engineering higher education, for engineering disciplines are related to the economic development, and the undergraduates are the vital of higher education. Therefore, in the light of the link between engineering bachelors and engineering education, it is necessary to use the result of evaluation of engineering undergraduates’ learning outcomes to fulfill the reforming and progressing of engineering education. The evaluation index system is able to help the research of evaluation of students learning outcomes, for the system research could make the engineering learning outcomes decompose into a behavior, operational structure by its natural characteristics and one aspect of the identifier. Engineering learning outcomes can be explained theoretically by engineering undergraduate students learning outcomes evaluation system, and can be evaluated by the engineering undergraduate students learning outcomes evaluation system.This study deduces the engineering learning outcomes by induced the relevant research of learning outcomes and learning outcomes classification, which be set as the dimension of the engineering undergraduates’ learning outcomes evaluation system. Moreover, This paper summarizing the existing standard of engineering training, which become the measurement of the corresponding dimension, forms the index system in theory. Engineering learning outcomes index system can be divided into verbal information, practical ability, comprehensive ability, creative ability and attitude of five dimensions, and forms 17 measurement indexes. Then we used the structural equation methodology to empirical test the theoretical system. This study used the results of the questionnaire survey by 500 engineering students to test the reliability and validity of the dimension and measurement indicators of the indexes system. Further, used the second order factor analysis model to validate factor weight load. According to the verification we got the measurement system, and remained the definition and number of the theoretical index system, adjust ed the number of measurement indicators into 16. Using the questionnaire formed by engineering undergraduates learning outcomes evaluation system to measure the partial undergraduates of civil engineering in University A and B, obtained the corresponding student learning outcomes, and discuss the comparison.Through the research of engineering undergraduates’ learning outcomes index system, this study obtained the concept and classification of engineering learning outcomes. Forming the engineering undergraduates’ learning outcomes evaluation index system by used the SEM method. In conclusion, we found that the ability is the vital part of the engineering undergraduates’ learning outcomes, especially the practice ability dimension accounted for about 1/3 of the engineering undergraduates’ learning outcomes. Finally, this research primary measuring the engineering undergraduates’ learning outcomes to study the practical use of the engineering undergraduates’ learning outcomes evaluation index system.
