At present China football referees is weak in law enforcement ability. The international competition runs without China referees. The training of judges should be on the equally important position with the training of players and coaches. In this paper, by using the method of literature, investigation method, mathematical statistics etc. and based on the actual in China, Combined with the occupation training concept, to Draw up the index system of football referees competency training. Among them there are 6 indexes for level one and 32 indexes for level two. Elaborated our country soccer umpire management system requirements and the examination and approval mechanism, promotions.Because each level of the competency for different, Training objectives should be low to high, from simple to difficult, gradually increase, according to each grade promotion period. According to the hierarchical promotion period, The training cycle should increase connection and system, The establishment of scientific training methods can be added to the referee skills program teaching method, the game scene simulation practice training method, multimedia teaching methods, attention training method, self-suggestion training method and increase the development experience of practice. Strengthen recognize the importance of lecturer of training work, improve the instructor management system, optimize the structure of lecturer to enhance the rationality of distribution, establish a good instructor team, assessment content should include theory and practice, should be the combination of unified evaluation criterion.
