In 1997, China’s full implementation of the charging system of higher education, established by the national student(family), the higher education cost sharing policy for main sharing body, in large measure to solve the financial burden. Since the implementation of higher education cost sharing policy has been a community wide concern. In this paper, by means of quasi public products theory, economics of education, theory of higher education cost sharing theory, the theory of human capital is based on the framework, to the domestic and foreign higher education cost sharing, the thorough analysis, through the establishment of mathematical model of higher education cost sharing, the calculated optimal proportion of appearance of stage of China’s higher education cost sharing, finally taking Heilongjiang Province as an example, analysis of Heilongjiang province higher education cost sharing proportion and the optimal allocation proportion contrast, putting forward the policy suggestion.Firstly, through access to relevant literature, sorting out of relevant research achievements at home and abroad in the research on higher education cost point. At the same time, quasi public products theory, economics of education, theory of higher education cost sharing theory, the theory of human capital total four big theoretical basis for elaboration.Secondly, through the analysis of Europe, Japan and America three characteristic of higher education cost of representative countries or regions of the sharing mode, draw the international implications of higher education cost sharing: One is the higher education cost sharing, there are mainly three kinds of patterns. Two, the country is in the leading position of higher education cost sharing subject. Three, students should share the cost of higher education.Again, this paper discusses the development of China’s higher education cost sharing, analysis of China’s higher education cost sharing situation, in 2012 the level of economic development based on the construction of higher education cost sharing, mathematical model, obtains the reasonable allocation proportion.Finally, starting from the province of Heilongjiang Province, through analyzing the Heilongjiang province higher education cost sharing problems, Heilongjiang Province found that personal sharing proportion of higher education cost is too high. To resolve personal sharing proportion of higher education means high cost, put forward three suggestions: first, efforts to increase financial input to higher education. Two, implement the "differential Tuition" system. Three, improve multi-channel financing higher education system. Four, improve higher education government funding mechanism. Five, reasonable use of education resources, decrease the cost of higher education.
