Ability to solve practical problems related to disadvantaged people in the vital interests of the underlying, related to social justice equity and justice. The material assistance only alleviate temporary difficulties, so that they do not solve the problem once for all. At present, more and more vulnerable adults aware that only through continuous learning and training, lifelong learning awareness, improving their overall quality, and enhancing employment skills, can they achieve self-development and progress, to change The disadvantaged state completely. Therefore, adult education should be provided as a variety learning opportunities and conditions for disadvantaged groups, and effectively protect their right to learn, so that they can be like a strong group and equal participation in society as free competition, to achieve self-worth.This study used literature and comparative method, to cope with the social causes of adult vulnerable groups (poor farmers, migrant workers, women and unemployed youth left behind, etc.) for the study, research is divided into four parts, mainly for research introduction background and significance of the status quo, and domestic and foreign research were presented on key concepts and their relationships were Discrimination. The second part reviews the theories on adult learning rights of vulnerable groups, summarized and explained the rights protection at home and abroad to learn the latest developments and ideas. The third part is a combination of research on disadvantaged group adult learning right protection, the news, government, and education part of the introduction of policies and regulations, summarized the status quo of the damage of adult learning right of vulnerable groups, towards Zhao analyze the cause of this status quo.At last, there were six strategies proved according to the characteristics of vulnerable adults and China’s national conditions to protect the vulnerable groups :strengthen vulnerable groups’ awareness to protect their rights, update their view of learning; implementation of education aid and create conditions for the learning and development of vulnerable groups; carry out a full range of education and training, to enhance human capital vulnerable adult; use of the Internet technology, create a resource-rich learning platform; give full play to the role of social organizations, multilateral cooperation through various channels to raise education funding; improving lifelong education legislation to protect vulnerable adults realization of the right to group learning.Innovation of this study is:First, innovation of research perspective. In the field of adult learning rights, foreign research focus is mainly just and equitable education and adult education legislation; domestic scholars has tended to study the general theoretical issues to education, the right to learn, less security of tenure comes to adult learning in the disadvantaged groups.Second, research innovation. Vulnerable groups of theoretical research study extends the right to security. The education equity theory, human capital theory, lifelong learning theory and social capital theory to the study of group learning strategies, and the disadvantaged adult protection of the rights which enrich the research content, expand research horizons. |
