Study On The Employment Assistance Problem For Urban Disadvantaged Groups

Employment is the foundation of people's livelihood.Employment is related to social stability and development.The report of the Nineteenth National Congress pointed out that the current domestic economic growth slowed down,structural contradictions were prominent,the international environment was extremely complex,and the status and role of employment became more prominent.At present,the new economic situation in our country has exerted a far-reaching influence on the employment pattern.Although the part of the urban poor who have the ability to work has the intention of employment,it is difficult to enter the labor market because of their weak ability and poor ability to resist risks.Therefore,how to solve the employment problem of the difficult population has always been the focus and difficulty of the employment problem.Premier Li Keqiang gave instructions on employment assistance in his government work report in 2017,calling for greater assistance and key support for the employment of urban poor and disabled people.Therefore,in-depth study of employment assistance for the disadvantaged groups is indispensable.Implementing employment assistance to the disadvantaged groups helps them to get to work faster,meets the people's growing demand for a better life,and is of great significance for ensuring people's livelihood,stabilizing society,achieving sustainable development and improving employment.Based on the investigation of Wancheng District of Nanyang City and the elaboration of the concept of urban disadvantaged groups with employment difficulties and their employment assistance,this paper chooses the Keynesian theory of full employment,Maslow's theory of demand and the theory of cooperative governance as the research perspectives,constructs the theoretical analysis framework of employment assistance,and adopts the methods of literature research,field research and questionnaire to solve the employment problems.An investigation was carried out on the employment assistance of difficult urban groups.By investigating the current situation and employment assistance situation of urban employment-poor groups in Nanyang City,and collecting relevant data and interviews,this paper describes the group structure of urban employment-poor groups in Nanyang City fromthe aspects of gender,age,educational background and income.This paper describes the current situation of employment assistance for urban poor groups in Nanyang from policy analysis,aid practices and effectiveness,and describes the content of employment assistance from job assistance,financial support,community assistance,employment training and other aspects.Through the analysis,it is found that the employment assistance problems of the urban poor groups with difficulties in employment in Nanyang are mainly manifested in the imperfection of the legal system of employment assistance,the lack of rationality and scientificity in the formulation of employment assistance policies,the imperfection of the employment service system and the insufficient publicity of employment assistance policies.Finally,according to the actual situation of Nanyang City,this paper puts forward some suggestions on how to improve the implementation of employment assistance policies,strengthen the construction of re-employment organizations,improve the legal system of employment assistance,improve the public employment service assistance system,and increase the publicity of employment assistance policies.Through the research,it is found that employment assistance for urban poor groups is a long-term systematic project,which requires the government,enterprises and society to form a joint effort,constantly renew ideas,strengthen cooperation,classify and refine the content of assistance,alleviate the employment problem of urban poor groups,and promote the harmonious development of urban economy and society.
