In the rapid development of economic globalization and the arrival of the knowledge economy society era, the competition between countries have gradually turned to the soft power competition between countries, in the final analysis is the battle of science and technology, however, the development of science and technology talents, talents depend on education, especially primary school education, is more important, then the responsibility of the primary school teachers are unusually big, especially the new primary school teachers’ teaching ability should cause our attention. In this paper, through questionnaire survey and interviews and other ways to get to know new elementary school teachers’ personal factors what is the impact on the teaching ability, through the understanding of the questionnaire, analysis to find the new primary school teachers’ personal factors influence on teaching ability which the deficiencies, and to give new teachers, schools and government put forward the corresponding opinions and Suggestions, this is the starting point and end-result of this article.This article mainly uses the questionnaire survey method and interview method, based on the part of the countryside, the county seat, the city in heilongjiang province and city selected the new 1-7 years of primary school teachers as sample for investigation. This paper study design of a teacher, because the student questionnaire is the easy, also have a lot of people have done research, questionnaire and teachers is not easy to do, especially new teachers, the number of each school are few, because of the different class, want to one-time survey after the new teachers in a school is not easy. So the teacher questionnaire is difficult, but with the help of the teacher, I try to finish the task. Investigation of the current new primary school teachers in heilongjiang province the influence of personal factors on the teaching ability and new teachers’ personal factors on the teacher’s teaching ability further enhance constraint. The author thinks that, at present our country most of primary school teachers of new teachers after investigation is a personal factors deeply affects the new primary school teachers’ teaching ability, investigate its reason, not only the teacher himself, and school and the insufficiency in policy and support.Paper summarized into the following several parts:The first part: introduction. Main introduce the significance of research, definition of related concepts and literature review both at home and abroad.The second part: the new primary school teachers’ personal factors present situation investigation and study of the impact of teaching ability design.Introduces several aspects of the questionnaire, mainly research tools, research method and questionnaire design process is introduced.The third part: the new primary school teachers’ personal factors impact on the teaching ability and causes of the deficiency of the analysis. By adjusting Chad and analysis for primary school teachers of new teachers’ teaching ability construction of the development strategy to provide basis in fact.The fourth part: new elementary school teachers’ personal factors on the development strategy of teaching ability. Based on the new primary school teachers’ personal analysis of the influence of factors on the teaching ability, in order to further make new elementary school teachers’ teaching ability, this article from the following several aspects to improve new strategy of the development of primary school teachers’ teaching ability.Specific include: first, governments should be on the policy to give new primary school teachers to support. Second, the elementary school in the cultivation of teachers and training to the new primary school teachers to give more care and protection. Third, the new primary school teachers themselves should take the initiative to exert inner potential continuously improve their teaching ability.
