Teacher is the first resource to promote the development of education. The presentQualification System for Teachers(QST) is an occupation permit system for teachers and setthe industry, and has legal. Only in the last twenty years the implementation of China’s QST,is still in the primary stage of development. In such aspects as management is not mature andperfect, need further reform. In addition, the development of China’s social political economicand cultural cause of the rapid development of education, the reform has also been promoting.The QST has been unable to meet the rapid development of the society needs, needs reform.Through the research of QST in china, combined with the examples of Hebei province,from the perspective of politics, in order to find some more complete educationaladministrative strategies, to strengthen the construction of teachers’ team in China, to improveteachers’ professional level and the level of education and teaching.Based on the basic theory of politics, philosophy basis, mainly use the comparisonresearch method, literature research method and example method, and adhere to the principleof combining theory with practice, study the problems as follows.The part of introduction, introduces this paper research goal, from two aspects of theoryand practice analysis of the significance. Through the review of relevant literature summarizesthe current situation of research on QST at home and abroad, reform and perfection of China’sQST, plays a certain reference, enlightenment. Based on this framework, this paper introducesthe main contents and methods, and extracts the main innovation points and deficiencies.The first part, introduces the connotation of QST. The QST is under certain historicalconditions, a mandatory condition or status of a country should have engaged in theoccupation of teacher, professional or educational and teaching activities of people, is thestate of the teacher to implement the legal occupation permit system. National implementationof QST helps the teachers with legalization industry, occupation specialization, has anexcellent benefit to teachers; helps diversify the sources of teachers. In1995December, theState Council issued on China’s Qualification System for Teachers of special administrativeregulations--"Regulations on the qualifications of teachers", it indicates that China has in the aspects of system initially established the QST. After ten years of development, in2011theMinistry of education on minority province (city) pilot reform, scope and content of thereform to increase year by year, and gradually improve, and finally to promote national. TheQST in our country is divided into qualified kindergarten teachers, primary school teachers’qualification, junior high school teacher qualification, qualification, occupation senior highschool teachers of secondary school teacher qualification, medium occupation school practiceguidance teachers’ qualification, higher school teachers qualifications such as seven categories.The QST from the contents include examination system, identification system andmanagement system etc.The second part, summers up the implementation of QST in China at presentachievements, including raising the social status of teachers, improve the overall quality ofteachers, to broaden the channels for teachers’ sources, promote teachers’ personnel systemreform. The existence of the QST in China from the current problems of examination system,the qualification of the three aspects of system and management system are summarized. Theexamination system level, lack of uniform examination system, written examination content issingle, teaching ability test requirements, lack of effectiveness. The accreditation system ofteacher qualification education level, low requirements, teacher qualification types andsubject classification is not rational, moral character and occupation moral identification form,college graduates to directly determine the existence of defects, high school teacherqualification procedures consistent with the actual operation of shield. Management systemlevel, our country did not establish perfect teacher qualification management system, teacherqualification system of life tenure restriction of teacher professional development, financingof teacher qualification certificate used unreasonable.The third part, existing in the current QST problem, with the example of Hebei Province,proposes the reform path. The examination system level, establishes a strict uniformexamination system, enrich the test content, and strengthen the effectiveness of the teachingability test. Identification of system level, improve the educational requirements of thequalifications of teachers, improve teacher qualification types, rich teaching subject, improveother conditions apply, direct that the cancellation of college graduates, the procedure to identify revised higher school teachers’ qualification. Management system level, theestablishment of specialized institutions recognized and sound supervision mechanism, cancelthe qualification of teacher tenure, the use of financing norms of teachers’ qualificationcertificate, the establishment of the system of the linkage mechanism with teacherqualification system. The actual reform in Hebei Province, but also encountered some newproblems, to solve these new problems, and then puts forward some reform measures.
