Primary and secondary teacher qualification system is the issential security system of theoverall quality of basic education teachers’team in a country.It is an important symbol thatmake the primary and secondary teacher qualification lawful、scientific、normative andprofessional. And it is also the important reference of reform and development onteachers’education in a country.So it has an very important research value to promoteprimary and secondary teacher qualification system of our country to implement、reform andbe perfect,and to make it operate more scientifically and reasonably to achieve the bestefficiency. But, all kinds of systems have their certain time and efficiency limitation. China’sprimary and secondary teacher qualification system has gone through a journey of thirty yearsfrom the mid of1980s. In this period,our society and economy have been improvinggreatly,and the demands for all kinds of talents has also been growing day by day. oureducation,especially middle and primary school education is required to reform and developcorrespondingly. The original basic education teacher qualification system has lagged behindthe rapid development of economy and society at present,and it cannot conform to thetendency of professional development of the primary and secondary school teachers and theirquality demand constantly increasing. Therefore, the system should be reformed and perfectedtimely to ensure that our country has a middle and primary school teacher team that hasexcellent quality and strong strength. so as to promote our basic education to develop moresmoothly and healthily.The article is divided into five parts.The first part is based on relative literature, Itdiscusses the meaning of teacher qualification system, and gives the definition of relatedconcept qualification, teacher qualification and teacher qualification system in this study. Thesecond part reviews briefly the history of our primary and middle school teacher qualificationsystem, and divides it into establishment period、 transition period、 trial period andcomprehensive implementation period. Then it summarizes the great achievements that thesystem has made since its implementation from three aspects:it gives the further developmentof the primary and middle school teacher qualification system in our country a good social public opinion foundation; it provide reference for the reform and development of normaleducation; it expands the scope of sources of teachers. And then puts forward some problemsof the primary and secondary school teacher qualification system in our country throughvisiting some primary and secondary school education administrators and teachers andanalyzing the interview results and relevant literature, for example, applicants can not betreated equally、teachers’teaching capacity is ignored、formal schooling requirements is low、teachers’ qualification certificate classification is not complete, etc. The third part expoundsthe necessity of reforming our primary and middle school teacher qualification system.Thefourth part takes two developed countries the United States and Japan for an example andgives some features of their primary and middle school teacher qualification systems throughanalyzing the related literature, and gets important enlightenment for China: to improv formalschooling standards of primary and middle school teachers in our country; to complete therelevant laws and regulations; to strengthen the teaching practice requirements. The last partdraws good lessons from the United States and Japan based on the problems of teachers’qualification system, then gives full consideration to the situation of our country and givescountermeasures to reform and perfect primary and secondary teacher qualification system inour country. It mainly include: to improve teacher qualification diploma standard timely; toorganize the teacher qualification affirmation institution which has review, supervision andprofessional evaluation function; to realize the national teacher qualification examinationunification; to emphasize education and teaching practice and strengthen the examinationtowards applicant’s dynamic performance and education and teaching ability; to expandteacher qualification certificate types and exert its incentive function fully; to delimit thescope of teacher qualification certificate application scientifically.
