Jiangxi Financial Education Investment Performance Analysis And Countermeasure Study

In recent years, Jiangxi Province finance has been increasingeducation investment. The education fiscal funds have been growing steadily. Especially after the fourthnational education conference in2010and Jiangxi Province education conference in2011, Jiangxi province education fiscal funds have presented the trend of rapid growth.In2013, Jiangxi province education fiscal funds reached69.3billion Yuan, accounting for4.8%of the whole provincial GDP.In the case of the education finance funds keeping growing, however, comparing with the huge education funds requirement,the gross of education funds still needs steadily growing;But more importantly, during the education fiscal funds spending,there exist the unreasonable structure and inefficiency in expenditure.Therefore,the research and analysis of the problem of education fiscal expenditure performance becomes particularly important.This paper,taking Jiangxi Province education fiscal expenditure performance asan analysis object, according to the basic idea of "theory analysis, status research, case analysis, countermeasures study" to carry out the research, designs a set of suitableevaluation index of the education fiscal expenditure performance for the less developed areas and analyzes the existing problems from three aspects such as the scale, structure, social in Jiangxi Province education fiscal expenditure performance; At the same time, the paper studies the case of the high school education finance expenditureperformance of Nanchang city of Jiangxi Province.This paper tries to find out the existing problems of education fiscal expenditure in Jiangxi province and as a starting point aims to put forward policy suggestions.This paper is divided into six parts. The first part is the introduction,including the research background and research significance,research ideas and contents, the nowadays research situation at domestic and foreign, research methods and innovation.The second part is the theoretical basis of education fiscal funds management, including the theory of public finance, performance management theory, the theory of the opportunity of education equality etc. The third part is the analysis of Jiangxi Provinceeducation fiscal expenditure performance, including the basic introduction of JiangxiProvince education fiscal funds and the structure of the evaluation index system in education fiscal expenditure, and an empirical analysis of the expenditure performancefrom three aspects of the scale, structure, social performance. The fourth part is a case study of the high school education fiscal funds of Nanchang city of Jiangxi Province The fifth part is the policy suggestions to improve the expenditure performance ofeducation fiscal funds of Jiangxi Province. The sixth is the conclusion and prospect.
