National prosperity will start with its education. Teachers’quality directly determines therise and decline of a country’s education, and indirectly affects the prosperity anddevelopment of all levels in all areas of the country. In twenty-first Century, whether tooccupy the commanding height in the fields like economy, culture, science and technology inthe world and to be a banner leading the era development is to see each country’s “education”.The core strength of education is the teachers, especially the best in the teaching staff who arethe solid backing power of educational reform and national prosperity. In2010, Chinapromulgated the "national long-term education reform and development plan (2010-2020)"putting forward the implementation of "excellent project". In order to implement the nationaleducation policies actively, many domestic colleges and universities carry out practice andexploration in different levels about how to cultivate the “excellent teachers” and arecommitted to cultivate " excellent teachers of primary and middle schools" through sucheffective measures as idea transformation, model innovation, process optimization and goalrelocation, which is the need of national development under the background of new era. Bynearly three years’ reform, the cultivation of excellent teachers has made some achievementsboth in practice and theory, which has accumulated valuable experience for the constructionof high-quality teaching staff. This study takes "excellent primary and secondary teachereducation reform" which is implemented in some colleges and universities in recent years asthe background, summarizes effective experience gained by the colleges and universities inthe field; Meanwhile, analyses the problems existing in the aspects like Guiding thinking,selection mechanisms, cultivation process, employment intentions. Then proposes appropriatereform recommendations: to further establish “excellence” teacher education ideas, to furtheroptimize "excellent" teacher education process, improve the comprehensive quality of normalstudents, to further increase "excellence" teacher educational input, provide financial support;improve management mechanism and provide efficient protection system, build "excellent"teacher evaluation standards, leading teachers’ professional development so as to improve domestic current practice of “initial education reform of excellence primary and secondaryteachers”.
