A Research Of The Continuing Education Of Villages And Towns In Xiangan District

With the development of national urbanization, especially in Xiangan district, a new city in Xiamen, the transformation of township government functions needs to be sped up. As the township cadres who perform the functions of township government, is facing challenges, including the challenges on ideological, physical, and comprehensive ability. During the period of development and construction of this city, cadres are busy with the heavy task and under much pressure on time, the heavy burden is not only on mentally but also on physically. In order to complete the task on time, it is quite usual to work overtime. Sometimes the "white and black","five+two" work mode (i.e. day+night, five working day+two rest days).You can never imagine how intense it is. Based on the main battlefield of metro construction, cadre of villages and towns are pluralism. With the heavy task, they’re under much pressure. Compared with other units, cadre of villages and towns’s continuing education and promotion in the complicated and changeable environment is more typical to take a research.The train of thought for this research is about how to start with the tasks during the process of the development and construction of Xiangan district. Analyze the current situation of the cadre of villages and towns as well as the relationship between continuing education status and the development of township cadres. To find the mainly problems existed in the continuing education of cadre of villages. Put forward the ideas to enhance the further education for the cadre of villages, so as to improve the level of further education of the township cadres in Xiangan area, which mainly includes the following eight parts:Part one is mainly to analyze the purpose, significance, contents, methods and technical ways of the research.The second part is the review of related research on domestic.The third part is to summary the whole circumstances of the continuing education for township cadres on domestic associating with the relevant provisions of China’s continuing education for cadre of village. The fourth part, considering the practical situation in Xiangan district, analyzes the necessity to strengthen the continuing education for cadres. Development and construction will inevitably bring about changes in people’s mind, as a result, some issues come in to being. The township cadres are required to improve their comprehensive quality to adapt to the changing environment.The fifth part is the status quo of continuing education of the cadres in Xiangan district. The government departments are able to organize the training within a certain range, and are equipped with a stable platform.The sixth part is to analyze the problems which continuing education of cadres in Xiangan district has existed. The ignorance of cadres, imperfect system for continuing education, unfulfilled task, the lack of systematic, professional and targeted in training content; the single training channels, rigid form of training; the formalization training, the lack of assessment mechanism; misunderstandings, weak autonomous learning consciousness; the shortage for training funds etc. which restricts the promotion of the self value and social value of the cadres.The seventh part is about to putting forward strategies towards enhancing the continuing education for cadres in Xiangan district according to the present situation as well as the inadequate of thecontinuing education.The eighth part is the conclusion of the study.
