In order to promote balanced development in educational reform and the resources, The district management mode has been piloted in Jilin Province, this management model is designed to promote the sharing of educational resources, and among of this, the sharing of teacher resource and improvement of teacher quality is the key to make the educational reform come true.Is the effective way of improving the quality of teachers.On the background of school district management and aiming to improving the quality of teachers in Jilin Province.They make a decleartion to’regional cooperation in the new system of teachers’continuing education ’while being included in the national education system to be an pilot project, the project use five years to establish regional collaboration and continuing education for teachers to interact with diverse new system and operational mechanism, aimed at the formation of overall development, resource sharing, integrated development of urban and rural teachers in new development pattern.In the school district management process, a high-quality ensure of research and training is build.By the Regional-school district-school three level management of research and training, the teaching and research staff’ work is improved by making the research themes through investigation and making the exchange in the different school district. In this process, in order to make sure the sharing of resource, a Excellent Teacher Leading Program and Network Research Program have been carried out. Through carry out the activitis such as focusing normal classroom, teaching seminars and teaching competition, the collective lesson planning, teaching seminars, the unit of quality testing analysis and school district issues are formatted,promoting teaching and research staff interaction, inter-school interaction and school districts interactive linkage, Stimulate research to maximize the enthusiasm of teachers to improve teachers’ work and life.This article is the investigation and research about the current situation of the teachers’ continue education in S District.,we can get that the school district management can promote the sharing of educational quality resources and also can promote the school district teachers professional level, but the school district management system is still in the exploration stage, and the system is still unperfect. there are some problems in the current continuing education activities including, approach, content, evaluation and management, thus affecting the development of the regional teachers’ continuing education. Therefore,according to the actual situation of the teachers view in the S District unified school District, I give the following recommendations;Firstly, make teachers aware of the regional teachers’ continuing education is the key to educational reform; Secondly, establish a favorable and improved monitoring and evaluation mechanisms to promote the active development of teachers; Thirdly, respect and encourage the lead teachers to take the lead role of the teachers; the fourth is to encourage the development of teachers.Provide more space for teachers to explore and develop themselves.The article consists of the following sections.The first part is the brief introduction. The second part introduced the core concepts definition, overview of the relevant literature and the comprehensive discussion.The third part-described the South District basic patterns and described the example of teachers continuing education development.The fourth part is the survey and analysis of teachers in results and interviews under the Unified School District of S district.we need to identify the problems the district teachers in continue educational activities.The fifth part is the thinking and recommendations on the basis of the analysis of the reasons of this phenomenon.The sixth Part is conclusion.
