Research On Safeguarding The Entrepreneurial Practice Of College Students Under The View Of The Polycentric Governance Theory

Employment is vital to people’s livelihood. In 2015, the population of college graduates reaches 7.49 million, a new historical high. The contradiction between the increasing number of graduates and the demand of employers is becoming increasingly fierce, both in terms of quantity and of structure. That makes the employment of college graduates an important social issue that needs to be resolved urgently. China is in an important stage of its socialist modernization construction drive. To encourage college students to undertake entrepreneurial practice can improve their capability of independent innovation, which conforms to the nation’s call to build an innovation-oriented country and can better promote employment and lessen the employment pressure. However, at present, entrepreneurial education in our country is still in a relatively initial stage. Systems to secure the entrepreneurial practice are also not complete. Therefore, many college students with entrepreneurial passion cannot really devote themselves to creating their own businesses, thus hindering the development of entrepreneurial practice. This essay, based on the analysis of the polycentric governance theory, through investigation on colleges and universities, intends to depict the status quo of and identify the problems of the security mechanism of entrepreneurial practice in higher institutions. This essay also intends to conduct analysis on the reasons and finally to give some counter-measures to safeguard the entrepreneurial practice of college students under the view of polycentric governance theory. It also identifies the research purpose, train of thought, methods and innovative points of this research.The second chapter is about the definition and theoretical analysis in this research. It illustrates the basic content of the polycentric governance theory, analyzes the basic features of the polycentric governance theory and its application in the field of high learning, and explains the feasibility and necessity of the theory in safeguarding the entrepreneurial practice of college students.The third chapter is about discovering the problem and its causes. Through various methods such as field research and document literature, the essay identifies that at present, under the polycentric governance theory, the government, higher institutions and the society have some problems in safeguarding the entrepreneurial practice of college students. The essay also points to the causes so that reasonable advice can be offered.The fourth chapter concludes the research results and provides reasonable advice on the entrepreneurial practice of college students under the polycentric governance theory, thus forming a security mechanism of entrepreneurial practice in a "trinity" structure.
