Research On The Campus Safety Governance In The View Of Polycentric Governance Theory

The campus is a part of the society, the problem of campus safety has something important to do with social stability and the future of the country. The campus is always think of the most safe and living place for children and teenagers, but recently more and more safe problems appear, the range is also more and more wide, these aspects of news reports make people shocked. Children and teenagers are the future of the motherland, creating a safe growing environment is a social common duty.In the recent months, the campus safety events have always happened, such as Fujian campus event on March 23, Guangxi campus event on April 12, Guangdong campus event on April 28, Shandong campus event on April 30 and so on. Obviously, it has become an important subject for the campus safety governance in the field of public security governance.This thesis takes a research method which is a combination of theoretical study and reality research, and which is a combination of norm research and case research. It uses Polycentric Governance theory of this new perspective researching on the issues in campus safety. By analyzing the campus event in Fujian, it pointed out the problems of campus safety, putting forward the preventive measures and ultimately achieves the polycentric management mode, therefore make sure that the teachers and students are safe. The thesis consists of four chapters:Chapter One: The boundary of the related concepts and the theory fundament. The boundary to safety, campus safety and the polycentric governance theory;Chapter Two: Analyzing the campus event in Fujian and pointing out the problems of campus safety;Chapter Three: The campus safety for reason analysis of existing problems;Chapter Four: Finding a new model which adapt to governance of campus safety and form the polycentric model of campus safety.
