Research On The Private Kindergarten Management Of Shenyang City In The View Of Polycentric Governance Theory

This paper is a research on the governance and related suggestions of privatekindergarten in Shenyang city.Facing many problems of corporate governance ofprivate kindergartens in Shenyang City, this paper applied the Ostrom couples’"polycentric governance theory" as the theoretical basis,from three perspectives ofgovernment, market and society so that more subjects to participate in the privatekindergarten problem.It can be analysis the problem on the whole to solve thisproblem and put forward reasonable measures and solutions.The article is divided into four parts, the first part describes the related concepts,including concept of private kindergartens and multi-center governance.The secondpart is a brief description of current situation of governance of private garden inShenyang city and the analysis of existing problems.The third part is the analysis ofreasons for the problems of private kindergartens in Shenyang City, including thegovernment of the Preschool teachers’ profession,regulation of the kindergarteninstitutions is not be administered and social forces lack of supervision.The fourthpart is the suggestions and countermeasures to solve the above problems, is still underthe government point of view, regulate the profession of preschool teachers strictly,Strengthen the management of kindergarten follow the principal and encourage socialforces support of private kindergarten.Using the method of theoretical analysis and practical analysis, combined with byusing the multi-center governance theory and the development of Shenyang privatekindergarten, could put forward the solution of the problem.The real and reliable datato empirical analysis.Use the method of comparative analysis, compared with otherregions, from the feasibility method.Hope that through the above discussion, canprovide the future direction of development for private kindergarten in Shenyang City,the private kindergarten can become the cause of preschool education, provided theimpetus for the development of preschool education.
