Online game is an important part of the entertainment industry,and with the characteristics of strong entertainment,surrealism and portability,they are the first choice for entertainment consumption.With the rapid development of Internet and mobile Internet technologies and their wide application in the whole society,especially the advent of 4G and 5G era,China’s online game industry has shown a rapid and stable development in many aspects such as market scale,user group and industry form.However,there are many problems in the background of the rapid development of China’s online game industry: the bottleneck of the overall innovation development of the industry,the serious phenomenon of youth online game indulgence,the vulgarization of game content,and the problem of online infringement and piracy.These realistic problems also reflect the shortcomings and inadequacies of China’s online game regulation,which seriously restrict the overall healthy and rapid development of online game industry.At the same time,as a special cultural product,online games always carry the contradiction of economic and cultural attributes,and under such dual attributes,it is worth further exploring how the regulation of online game industry can seek the balance point of economic and social benefits and deal with the relationship between the government,market and society.Based on these realistic problems and theoretical research significance,this paper takes the polycentric governance theory as the basis,thoroughly researches the responsibilities of government,market and society in the process of online game regulation,and establishes a "three-responsibility synergy" online game regulation system based on government regulation,industry self-regulation and social participation.This paper adopts textual analysis,case study analysis and other research methods to briefly explain the concepts of online game characteristics,industry structure and positive and negative impacts,analyze the necessity of online game regulation with theoretical and practical bases,and take the development and regulation of Hangzhou online game market as an example to study the problems of government departments,industry self-regulatory organizations and social forces in the current online game regulation process.This paper proposes countermeasures and suggestions on how to clarify the supervisory responsibilities of each subject and coordinate the relationship among them.The innovation of this paper is to advocate the establishment of a long-term mechanism of information sharing and cooperation and coordination among multiple subjects to guide the online game industry into a healthy and orderly development track. |
