Nowadays, higher education institutions have become more and more important in the rapidly developed knowledge economic society. Although the scale and quality of the higher education institutions as well as the higher education in China have been largely improved under the country’s investments and reform initiatives these years, achieving the advantages of the higher education institutions’organizational structure and establishing a more effective governance system have been proposed for their prospective contributions to the long-time development of the higher education in China.The governance of the higher education institutions’problems in China are:as the relevant stakeholders, the level of teachers, faculties, students and the social forces’ participation in the governance is low, within their aroused and increased participation awarenesses; the internal relevant authorities display imbalance and the incentive and restraint mechanisms generally display inadequate; and the independent governance is ’limited " and so on. Therefore, we have to review it from a new theoretical perspective and explore a new way to improve it.Elinor Ostrom advanced her public governance theory which includes Polycentric-governance theory, Self-governance theory and Social capital theory after a lot of empirical research, by comparing the western advanced governance theory and the traditional one and absorbing the essence of them. And her public governance theory has a very important theoretical and practical significance in the field of public administration. Based on Elinor Ostrom’s theory, this thesis tries to review the status of the governance of the higher education institutions and combine them efficiently to find the considerable enlightenment and get into the research.It is crucial for higher education in China to achieve unique development with effective governance of the higher education institutions and harmonious development. For higher education institutions to get more effective and harmonious governance, we can try to think about the higher education institutions’internal and external governance structures from Elinor Ostrom’s theoretical perspective and explore a new way to develop the governance of the higher education institutions which is suitable for our national situation.
