Education is the eternal theme of human, Is always improve with social development, The use of new course reform had already solved a lot of problem which existed in the education. “ ideology and morality” is kind of comprehensive course that can help student from their good quality and help them enhance their social development. The research for problems existed in the teaching of ideology and morality has reached some achievements. But it has no development in the Mongolian school. This paper raised related problems. based on the Mongolian junior middle school at the Bayannur city.In order to obtain a full understanding of the current state “ideology and morality” teaching in Bayannur area, of the problems in process of teaching and learning, an investigation was conducted on the course offering, teaching process, quality of the teaching faculty as well as textbooks. A comprehensive on this course will help in crease the effectiveness and future educational reform so as to achieve the objective of the curriculum reform.
