In recent years, after the basic task of the nine-year compulsory education was completed, the compulsory education of Hubei Province has entered into a stage of consolidation and improvement of high quality and level, which has laid a good foundation to promote the balanced development of compulsory education.The current situation shows that obvious phenomena of unbalanced compulsory education development still existed in the whole province, which mainly manifested in the range of districts to districts, urban area to rural area and common schools to key middle schools.Those problems, to some certain extent, hampered the implementation of educational equity and limited the develop speed of the compulsory education to the balance and high quality.Aiming at the problems of unbalanced development of compulsory education in our country,this article takes the junior school of compulsory education unbalanced development in Hubei province as a case to make an deep and systematic research.First of all,using the longitudinal history method,it combed the junior school compulsory education in our country non-balanced development history;Then,it deeply and systematically analyzed the incentives of the government to promote secondary compulsory education unbalanced development,the social conditions of junior school compulsory education from unbalanced to balanced developed and the stimulus of local government to promote compulsory education balanced development.Finally,the author put forward countermeasures and suggestions for China local governments to promote the junior school compulsory education from unbalanced development to balanced development transformation.The innovation of this article is that the local government has kind of a dual role,it maybe promote balanced development of compulsory education,but in another particular historical period,government also has the potential to be "Pushing Hands"promoting compulsory education to develop in the direction of the inequality.The essence of compulsory education balanced development and unbalanced development is this contradiction of local government’s pursuit of the education efficiency and fair under the condition of limited educational resources.
