| Laiwu City,Shandong Province,is the central city of Shandong,transportation hub,economic strong city,the overall level of compulsory education in Shandong Province in the forefront.Laiwu city has more compulsory education of school-age population,the development goal should be from the comprehensive popularization of compulsory education to improve the quality of urban and rural compulsory education.Compulsory education is the function of providing intellectual support and talent reserves for economic and social development,although the overall level of compulsory education in Laiwu city is good,but the comprehensive competitive strength is weak,the most typical is the gap between the rural and city level of compulsory education,rural compulsory education,the lack of quality education resources,the overall quality is low,the government does not pay enough attention to.Therefore,the government should increase the overall level of investment in rural compulsory education,the setting and planning of urban and rural compulsory education level structure,and promote economic and social reform,the all-round development of various social undertakings of great significance.During the writing of this paper,through the field research,we got the data of the various aspects of the compulsory education resources allocation in the urban and rural areas of Laiwu city.This paper takes Shandong city of Laiwu Province as the research center,the equalization of basic public services from the perspective of the purpose of the study is to analyze and study the rural compulsory education development,so as to explore the local government plays in the equalization of urban and rural compulsory education problems in the role and should shoulder the responsibility.At the same time,the paper based on theoretical analysis and empirical research,put forward to establish some mechanisms to achieve a balanced development of urban and rural compulsory education such as;unified management system to achieve the integration of urban and rural education,balanced allocation of resources to the construction of standardized school,establish coordination mechanism to realize the sharing of educational resources in urban and rural areas,strengthen the rural construction of weak schools to all of the people share the achievements of social development.2016s is a comprehensive implementation of the 13th Five-Year plan for the start of the year,but also deepen the comprehensive education reform key year,in such a background this thesis leads to the background of the times.For example,a serious imbalance between urban and rural compulsory education,especially there is a big gap between urban and rural schools in the school conditions,teaching level,management level and quality of education,there are three main factors;one is the rural compulsory education funds investment is small,this is an important cause of unbalanced development of compulsory education between urban and rural schools;the two is not a unified management system of urban and rural compulsory education,which is a key factor to cause the imbalance between urban and rural schools of compulsory education the three is not balanced;the economic and social development between urban and rural areas,this is the main reason for the imbalance between urban and rural schools of compulsory education.From the point of view of the whole country,narrowing the gap between the level of education,and vigorously promote the rural compulsory education development related to social justice,national long period of stability,response to adhere to the concept of fairness and justice,but also reflects the human rights cause much attention in china.Its most realistic significance lies in the relationship between China’s economic development and the rapid and healthy development of the system and deepen the reform can be smoothly.In view of the equalization of basic public services,the development of compulsory education in rural areas will further clarify the government’s responsibility,coordinate urban and rural development,promote social harmony and the development of various undertakings.From the government work report in 2016,we can see that promoting educational equity,especially the balanced development of urban and rural education is still a hot issue in the current research.At present,the domestic scholars have more abundant research results on educational equity,but it is not enough to promote the theory of coordinating urban and rural education.On the basis of referencing previous research results,the local government has conducted the system research on the rural compulsory education responsibility to the equalization of public services in the view of theory,with a view to the current service equalization of basic public education in our country contribute.The innovation of this paper lies in the following aspects:first,to confirm the nature of compulsory education belongs to the public product,the key to the responsibility of the government to the development of urban and rural compulsory
