In 1980 the United States first proposed the word "problem solving." As a core element of mathematical problem solving activities, which not only allows students to grasp the concepts and skills, but also allows students to experience mathematics in close contact with the living, to improve students’ ability to explore and innovation.Problem-solving ability of students, so that students can reflect his wisdom, courage, perseverance and innovation in the process of exploration and problem solving. At the same time in this process, students ability to identify problems, the ability to ask questions, the ability to ability to analyze problems, problem-solving skills, the ability to evaluate and reflect on the ability of cooperation and exchange will be enhanced, and finally achieve self-development.With the development of society and the increase of personnel requirements, requirements for students of mathematics education objectives are gradually increased. However, due to the examination-oriented education, teaching in reality exposed many problems to be solved.For example, a poor sense of students’ questions, and the ability to find the problem, lack of ability to ability to analyze problems, problem-solving skills and creative breakthroughs and so on. In this paper, according to China’s new curriculum for primary school mathematics curriculum requirements of the overall goal. In order to solve the above problems,first line mathematics teachers through the investigation and analysis of data obtained, so as to equip teachers for primary school mathematics problem solving skills training realities. Secondly summed up what the teacher shortage exists in practice. Finally, recommendations have workable in practice, according to the teacher shortage exists.The paper is divided into the following five sections:The first section is an introduction, including the topics of reason, literature review, research purpose, significance, research object, research ideas and methods.The second section is about the concept of mathematical problem solving ability overview, including the core definition, relevant theoretical support, innovation and Pupils on mathematical problem solving basic problems capabilities.The third section is about the ability to train students to solve mathematical problems in problem analysis, I used questionnaires and interviews. A random sample of math teachers Shapingba District, Chongqing five primary schools, On training students for their mathematical problem solving ability theory and implementation aspects of the investigation, to understand our students solve math problems Ability realities. And the results of the investigation are analyzed.The fourth section is that through questionnaires, interviews grasp the reality of the situation, which summed up the training students mathematical problem solving ability causes of the problems and reflection.The fifth section is a summary of the study and proposed operability policy recommendations,in order to provide help for the future of research and teaching.The significance of the findings of this paper is that First of all, it can enrich our elementary school mathematics problem solving theory to some extent, capacity-building, but also that our current classroom teaching mathematical problem solving to provide new ideas and approaches basis. Secondly, It not only allows us to know the teacher shortage exists in the implementation process, and can help teachers modify their teaching behavior in time, so as to enhance teachers’ ability to train students to solve mathematical problems understanding. Finally, it can help teachers more effectively train students mathematical problem-solving ability and improve students’ ability to solve practical problems.
