The physical education curriculum reform (the 8th) in the new period has been published for more than ten years during which time a lot of successful studies and achievements have been produced in the educational circles. This study aims to find out the "internationalization" and "localization" components in the physical education curriculum reform by adopting a comprehensive methodology of documentary analysis and logical analysis etc from three aspects:course objectives, course contents, course evaluation. Furthermore, the author tends to analyze the reasons and influences of this reform by interpreting the physical health data and probes into the missing part of this reform. Combining with Japanese physical education curriculum reform after World War II, this research intends to provide theoretical references for the future domestic physical and health education curriculum reform. This research shows:The course objectives requirement system of China’s "New Course Standard" is similar to that of Australia’s which is divided into course objectives, domain objectives and level objectives. However, in the domain if teaching, different with Australia, China sets five objectives from two aspects----sports and health. Meanwhile, we also clarify the psychological health as an objective. The diverse and flexible course contents refer to the setting of German textbook contents. This model helps students to actively participate into the essential learning segments as a subjects and motivates them to develop their motor skills and lifelong physical ability. The learning attitude evaluation, which was newly added, is similar to that of America and Canada. It enhances the evaluation to the students’learning attitudes and will benefit the teachers to adjust the teaching strategies in order to fulfill the teaching process.Based on the comparative studies of the students’physical health level from the elementary education phase, the students’growth form is increasing but their body diathesis has dropped. Throughout the physical education curriculum reforms abroad, Japan is found to have had the some situation with China, therefore, in order to provide references for the future domestic reform, the author compares the reforms and measures Japan had taken when facing the similar situation.
