The new round of basic educational curriculum reform aims to adapt to the contemporary social development and comprehensively improve the quality education as well as to strengthen the educational innovation, which plays an important role in promoting the development of basic education in minority areas and is the key link to improve the quality of minority education.The new round of basic educational curriculum reform began11years ago. During this11years, what is its achievement and what is its problem? All these issues should be clarified at the beginning of the second decade of the21st century. Besides, the new basic educational curriculum reform took the eastern region and western han areas as the pilot, which is weak in the design and argumentation of the curriculum reform in minority areas, and there are lots of problems to be studied. Therefore, the study of the new curriculum reform in minority areas is imperative.The reason why did the study of the new curriculum reform in minority areas is not only because it is a hot issue and focus in academic research but also it is the issue that the people in minority are eagerly concerned. So whether the reform of the basic educational curriculum played the role of improving the quality of minority education as people expect? Taking this as a basic starting point, the paper took the two Mongolian schools in Tongliao city in Inner Mongolia as cases to deeply investigate the relevance of new basic educational curriculum reform in minority schools, based on which to summary the achievements and existing problems as well as probe into the theory for the relevance of the new basic educational curriculum reform in minority schools from the perspective of policy and further put forward the idea that the innovation of educational system and cultural consciousness could eliminate the conflict and difficult in the process of the new basic educational curriculum reform in minority schools.This paper is divided into five parts:The first part is the introduction, whose main content includes the realistic background of the study, relevant research trends, and core concepts and research ideas and theoretical paradigm and specific research methods and so on. The main role of this part is to guide the whole paper, laying the base of literature and theory and specifying the research ideas and directions.The second part is text analysis of the new basic educational curriculum in minority schools and the content involves the following two aspects:Firstly, determine the method of text analysis of the new basic educational curriculum reform in minority schools which is the comprehensive policy text analysis method. Secondly, organize and classify the collected policies of the new ethnic basic educational curriculum reform. The content of the quantitive analysis of policy attribute includes policy level distribution and the unite of release and time distribution.The third part is the main body part of this paper, which investigate and analyze the relevance of the new basic educational curriculum reform of minority schools. Based on the material collected by the questionnaires and interviewing with the teachers and students and the information got from observing in the class. The main content of the relevance analysis focus on seven aspects as followings:the teachers’ in minority schools cognition and understanding and their attitude to the new curriculum reform and the teacher training for the new curriculum reform in minority schools and the curriculum provision and new textbooks changes of the new curriculum reform in minority schools and the new change of the teaching and learning method of the new curriculum reform in minority schools and the inheritance of ethnic culture in new curriculum reform and the effect and difficulties of the new curriculum reform in minority schools.The fourth part is the theoretical analysis of the relevance of the new basic educational reform curriculum in minority schools. The development history of the new curriculum reform actually is the process from preparation to formation then to implementation and evaluation for one kind of curriculum policy. This paper took the relevance of the new basic educational curriculum reform in minority schools as theme, whose essence is the analysis of the implementation of the new curriculum reform policy. Based on the elaboration of the basic policy concept and research scope and the basic idea of studying the curriculum policy, it summarized the achievement made in the process of the new basic educational curriculum reform in minority schools as well as analyzed the realistic difficulties and reasons of the new reform of the basic educational curriculum at in minority schools.The fifth part is the conclusion and enlightenment. Based on the summary of the basic conclusion, it tracked the origin of the existing problems in the process of the new basic educational curriculum reform in minority schools from the perspective of value. That’s to say, the conflict between the benefit and value. Then it brought up the methods to overcome the difficulties. That’s to say, the innovation of educational system and cultural consciousness could eliminate the conflicts which are the value conflict between the ideal of new curriculum reform and the realistic education practice and conflict between the ethnic culture and the mainstream culture in the process of the new basic educational curriculum reform in ethnic education.
