From "Localization" To "Internationalization"

Since China's reform and opening up,the development of vocational education in China always adheres to the open mind,constantly learns from Germany,Australia and other developed countries.At the same time,China has been carrying out "localization" exploration,and gradually formed a vocational education curriculum system and school model with Chinese characteristics,which created favorable conditions for the development of China's TVET in the world.Nowadays,with the initiative of "the Belt & Road",the internationalization of China's TVET has entered a stage of rapid development,and China's TVET "going out" has become the mainstream trend in the field of education in the new era.There is no doubt that in the process of promoting China's TVET "going out",there are both opportunities and challenges.How can China's vocational education institutions seize the opportunity to achieve comprehensive improvement? What kind of management system and operating mechanism should be established to ensure that vocational education institutions "going out" ? Such questions need to be considered and answered on the way of internationalization.Therefore,to discuss the strategic planning of the development of TVET in China,from the perspective of "going out" and the perspective of the internationalization of TVET,has a great practical significance.The paper adopts the methods of historical analysis and literature analysis,to discuss the practice process of "localization",the practice of "going out" and the trend of “internationalization” of TVET in China.Except for the introduction,the main contents include:Firstly,by sorting and analyzing related literature,the reform and opening-up of China's vocational education combing and analysis of the practice of "localization" process,think that since the reform and opening "localization" of Chinese vocational education has experienced: pilot in the 80 s,the introduction of the German "dual system",to learn from North America in the 90 s the CBE course,in the first 10 years of this century learning in Australia "training package" and advocated in recent years,the implementation of "modern apprenticeship" four stages;Through the development of "localization" in these four stages,China's vocational education has accumulated rich construction experience and achievements,creating favorable conditions for the internationalization of China's vocational education in the new era.Secondly,from the perspectives of education aid the and of this century the development of Chinese vocational education internationalization process is analyzed and summarized,think that the development of Chinese vocational education internationalization in the new period of the main contents are: rebuilding vocational education and training institutions in Africa,training of all kinds of professional and technical personnel,for African countries to African education institutions provide teaching facilities and learning supplies,etc.;These practices have played an irreplaceable role in promoting the comprehensive and healthy development of china-africa relations,but there are still some problems such as the lack of targeted aid projects and the imperfect cooperation and consultation mechanism.Thirdly,taking the two excellent vocational colleges in zhejiang province as cases to conduct investigation and interview,experience summary and problems analysis are made on the background,development and important measures of "going global" in these two vocational colleges.Fourth,serious analysis of the current period in china-africa cooperation BBS,"area" initiative,more enterprises under the background of "going out",etc,for the Chinese vocational education's "going out" brings the new opportunity,and China's vocational education department that exist in the process of "going out" segmentation problem is outstanding,has yet to establish education coordination mechanism of "going out";Overseas education resources are relatively dispersed,so the overall advantages should be brought into play to expand the influence.The stability of teachers dispatched abroad is poor and the professional level needs to be improved.The relevant system is not yet complete,the funding guarantee has not yet established and other potential challenges.Finally,it puts forward that China's education "going out" and vocational education "should go first".To construct the institutional framework of "going global" in vocational education and give full play to the complementary advantages of resources;Establish the incentive mechanism for teachers assigned to foreign countries and train professional teachers with international vision;Overcome aggressive psychology,prevent "a gust of wind" "swarm" go out;To strengthen theoretical research,pool Chinese wisdom,tell Chinese stories and other aspects of strategic thinking.
