There is a serious imbalance between the public growing demand for high quality education and the supply of public education service. In order to rational allocate the public resources and strengthen the competitiveness of public schools, many countries began to make diversified reforms that focused on public schools in basic education. Among them, the American public schools’ grouping has the most outstanding performance. Beginning from the generation of "charter schools", it constantly provides high quality education for more children though group advantages. American public schools’ grouping has experienced a difficult and complex process. And now, the public schools grouping in China is just beginning, facing many problems. Beginning with a detailed study on the realistic factors, such as backgrounds, group developing scales, organization structure and governance models, the study attempts to explore the relevant policy environment with grouping in America, reveals the change of the government roles and responsibilities, and also focuses on the internal governance models. Furthermore, it analyzes the problems existing in the process of grouping in China, as well as the differences and similarities between China and America. Taking a new look at education essence in public schools’ grouping, the study also wants to follow the education principles and make selective references from American public schools’ grouping, so as to promote the regulation construction in China, and guarantee a healthy and orderly environment for Chinese public schools’ grouping. |
