The "Semi-public goods" attribute of modern vocational education stipulates the pluralism of the main body of governance.As one of the main body in charge,the government has a cooperative relationship with other responsible bodies,such as school,market,society,etc.The core of governance theory is multi-center and the development from traditional single-center to multi-center has provided the limited power of government.The range of government responsibilities comes from the range of its power.Based on principle of equal rights and responsibilities,the composition of government responsibilities is clarified from the perspective of practical needs of vocational education development.With the "bottom-up" new political perspective,this paper has put forward the fiscal responsibility,organizational responsibility,legislative responsibility and supervisory responsibility of the government from the four aspects of economic needs,political needs,legal needs and moral needs.Following the methodological principles of caring for the interest of main bodies,this paper has conducted interviews with three experts from the vocational education field.Based on the interview,a small sample survey of 40 experts and practical staff from the same field has also been carried out and four categories of government responsibilities have been sorted with the combination of qualitative and quantitative analysis.It can be concluded that the "Inverted Pyramid" structure of responsibility system embodies the disorderly performance of our government while the "Pyramid" structure shows the orderly fulfillment of our government responsibilities.From disorder to order,namely,the "Streamlining administration and delegating power" process of government,it reflects the interest demand on the government that transforms from over-administration to focusing on governance and reverting the power back to the parties concerned.The government needs to deliver a good performance in delegating the power of authority & finance and managing the rights of legislation & supervision.From the "Visible hand" supervision to "Invisible hand" regulation,the government should follow the laws of the market.With this manner,the market can play a better role in allocating the resource of vocational education.Legislative responsibility refers to the responsibility of the government to promote the development of vocational education through administrative legislation.Administrative legislation is the main component and fundamental measure of the government’s management,and it’s also the main basis and guarantee of vocational education development.The central government should define an important strategic position of vocational education according to the law from macro perspective;as per the local specific circumstances and practical needs,the local government should establish local laws to promote the development of vocational education.Supervisory responsibility refers to the moral support provided by government for vocational education development.It is the responsibility of the government to guide and supervise the value of vocational education and to punish the violation of social justice according to the law.The key to the supervision of government is to establish the main body of supervision.One government department cannot play the both roles of "athletes" and "referees" at the same time.Instead,it should set up a full-time vocational education supervision organization.The combination of official supervision and non-official supervision will be able to strengthen the supervision.Fiscal responsibility refers to the government’s responsibility of financing the development of vocational education.In providing funds for vocational education,the part belonging to the public property shall be fully funded by the government finance;for the non-public property part,the government shall utilize the amending function: the market takes the responsibility if it is capable;in case of incapability of the market,the government can compensate the market via purchase,tax and other means.Organizational responsibility,also known as coordination responsibility,refers to the responsibility of government to promote the cooperation and co-governance of vocational education among the diversified main bodies through political norms.There might be interest conflicts between Government and market,government and school,the various departments within the government as well.In order to achieve the greatest public interest,all levels of government need to play its role in coordinating these contradictions and integrating the interests of the main bodies.The government should transform from traditional management to the new governance model.It must actively withdraw from the "off-site point",correct the "wrong point" and fill in the "missing point" to enable more smooth collaboration between the government and market via more effective "governance" and more active "decentralization".In this way,the government performance can be improved and satisfaction of government responsibility fulfillment can be enhanced furtherly. |
