Analysis Of The Role Of Non-governmental Organizations In Natural Crisis Management

Due to the excessive development of the limited resources, environment pollution, land desertification various kinds of man-made factors and natural variation, all kinds of global natural disasters are frequent . In recent years, as the most serious natural disasters in the world, earthquakes, typhoons, floods and other natural disasters is also frequent tendency, in China, such as WenChuan of the snowstorm in early 2008, Qinghai Yushu earthquake in 2010 , Gansu boat song mountain flood disasters, Yunnan Yingjiang earthquake in 2011. These natural disaster loss ask government and society to scend crisis management ability, and to change "dangerous" for the "opportunity".It is undeniable that the government is the main force of dealing with various kinds of public crisis. Non-governmental organization was born potentially, making rapid reaction, making friends relationship with government, making up the government behavior shortage. NGOS intervene various social activities, and participate in crisis management with the theoretical basis of theory of civil society, the government failure and market failure theory. This paper argues that Chinese non-governmental organizations intervene naturalness crisis management with the theoretical basis of harmonious society theory, Game theory and scientific development theory.Although non-governmental organizations has the great advantage in dealing with natural crisis, it is still not fully exerting its potential ability as many factors. In recent years every sudden natural disasters tested the whole social together ability largely, this request inevitably non-governmental organizations to pinpoint the location in crisis, and exert its advantages and function in the greatest degree .The author argues that in naturalness crisis management, non-governmental organization mainly embodies the role in the relationship with nature, vulnerable groups and government relations. Non-governmental organizations in naturalness crisis management, as the speakers and vulnerable groups rescuers firstly, as the government partners secondly. Clear role is the most basic premise to strengthen non-governmental organization of crisis management of natural, but in practice, nongovernmental organizations role lies in the dilemma .Embarrassing multiple identities and embarrassing value orientation leads to serious bureaucratic and commercialized, which make its departure from the original commonweal principle, and it can't achieve the role location, greatly reduce their effectiveness in the management of natural crisis. Investigating its reason, it is largely due to the non-governmental organization's insufficient development (internal), such as NGOS credibility shortage, resources shortage, organization's unbalanced development and lack of active government departments communication, etc. And the external reason of leading to the Role dilemma is various, such as the government crisis management's fuzzy orientation in naturalness, and the enterprise's negative impact as a partner and the looking weak consciousness of the Chinese citizen. In the external factors, this paper analyzes the direct reason for leading to the role dilemma, namely government factors.In natural crisis management, the way of NGOS to solve the role dilemma is various, except for ways to strengthen non-governmental organization's self building , the government should give the support of policy, system and law; Enterprises should make the good cooperation relations with non-governmental organization; Society should improve spirit of citizenship and popularization crisis education popularization crisis. We should realize the the benign interaction between nongovernmental organizations and social organizations for facing to threats from all kinds of natural disasters.
