Under market-oriented, university had more autonomy, and began to participate in market competition. Until the public governance of higher education, to maximize the education public interest, government guarantees market, civil society to participate in the educational management of public affairs and undertake corresponding responsibilities by institutional innovation. During this new period, university will link more closely with family and society. University will face with new requirements as main responsibility, Incentive and constraint object, the role in principle-agent and market-like.
