The paper constructs the policy instruments classification frame of analysing regular high school diversification issue,uses research methods like literature analysis,case studies and interviews to make clear the policy versions through the perspective of policy instrument,then find out the policy instruments’ utilization defects by analyse the case of P district in S city, furthermore,put forward some corresponding policy recommendations.The author hopes this paper can trigger some inspiration and reference on the diversification of regular high school by providing a totally new perspective.The paper is divided into the following five sections:Chapter One:Introduction.Including background research,literature review,research ideas and methods.Chapter Two:The theoretical basis of this paper.Through the interpretation and classification of educational policy instruments,the author builds an analytical framework of this paper,finally,analyses the factors that may affect the choice of educational policy instruments.Chapter Three:The analysis of policy versions.The regular high school developing period is divided into three stage,including "Key Schools"policy stage,"Model Schools"policy stage and "Diversification"policy stage,combined with the analytical framework of educational policy instruments,the utilization effectiveness and problems were analyzed separately for each stage.Chapter Four:Case study.The author uses the research method of case studies,interviews to analyse the process of characteristic high school project in P district,S city,on this basis, summarizes the instruments’using problems and defects in the process of regular high school diversification,such as too many affecting factors in the operation of policy;the execution ability of some instruments should be strengthened;the choice of instruments should take more consideration of different target groups;policy subject have low awareness of policy instruments.Chapter Five:Policy instruments’ optimization recommendations in promoting the diversification of high schools have been put forward through aspects as follows:optimizing the policy environment of regular high school diversification;improving the self-development ability of regular high school in response to the policy request of diversification;optimizing and improving the using efficiency of policy instruments;strengthening the theoretical research of policy instruments in promoting regular high school diversification.
