Universities BSC Performance Evaluation Based On The Special Funds

With the higher education reform to depth direction, the state pays more attention to higher education and increases more investment especially for special funds, so how to improve efficiency in the use of special funds is an interesting question. Now the performance evaluation about higher school special funds has become the highlight for many experts and scholars, in which the most important and difficult problem is how to establish a set of scientific, reasonable and operable performance evaluation system. In this context, building the performance evaluation system of higher school special funds offers the new possibility for this subject’s research and practice.Based on the theoretical research of scholars at home and abroad, this article uses the methods of literal research, investigation, comparative analysis and comprehensive evaluation, relies on the principles of economy, efficiency, benefit and equality, combines with the targets and characteristics of special funds and takes the higher school special funds as a whole. Besides, with a view to the anticipated target of project declaration, this article, through leading into the tools of strategic management system called balanced score card(BSC), establishes a set of index system appropriate for performance evaluation, and uses the analytic hierarchy process to determine the weight coefficient of index system, so as to reduce subjective factors affecting experts’ marking, and ensure the balanced scorecard more objective and scientific. By using the MATLAB software to calculate the index system of performance evaluation, it will get various weighs and the total order. This article analyses11key disciplines’ special funds from the third stage project of a211project university, verifies the practicability of evaluation methods, gets the ideal results, and put forward some improvement measures and suggestions.By this thesis, the author hopes to put forward the performance evaluation system of special funds which is suitable for our countries’ higher education, so that it can provide the theory basis and decisional reference for special funds evaluation and school’s health, sustainable development, and make our country’s higher education step into an intensive developing road.
