On The Bureaucracy In The Operation Of Social Work Agencies

The development of social work in China has different stages, and professional social work varies at different times. While the social work is becoming more and more professional, bureaucracy appears in social work agencies. The bureaucracy in social work is different from professional social work, social work administration and administration social work. Professional social work and administration social work both focus on helping people. The subjects are social work agencies and government. Social work administration is an indirect method of social work. However, bureaucracy means the bureaucratic phenomenon in social work agencies has negative influence on professional activities. It is the government’s intervention in social work agencies that contributes to the result. In order to explore the negative effects on social work agencies, the writer select a case for study.Studies have shown that the bureaucratic phenomenon in social work agencies is obvious. Many factors contribute to the result. To reduce and to avoid the bureaucratic phenomenon in social work agencies, to promote the development of professional social work, various efforts and improvements are needed. Taking the internship unit for example, this study describes and analyzes the bureaucratic phenomenon in social work at the levels of service staff set, service areas, service objects, service goal, social work values, service contents, service methods and the final evaluation of the project. It reflects the government’ excessive intervention in activities of social work agencies, and the conflicts between the administrative social work’s goal of maintaining social stability and the professional social work’s goal of helping others in the field of service goal. Many factors lead to this phenomenon, for example, the low degree of professional development of social work, the last of omnipotent government, the low development of civil society, our traditional culture. It is obvious that how to avoid and remove the negative influence on social work agencies is the urgent problem to be solved in social work currently.Based on the bureaucratic phenomenon in social work agencies, several suggestions are proposed in the study: social work agencies should strengthen their construction, get rid of resource dependence, cultivate mature social work agencies, government should change the management and service model, establish a new government-non-profit organization relationship pattern, build the civil society and lead the whole society with modern culture. Thus social work agencies can operate more professionally and autonomously, at the same time, reduce the bureaucratic phenomenon. Only by this way, can we elevate the professional service quality and promote the professional development process.
