Research On Supervision Of Social Work Service Quality Under The Background Of Government Purchase

On the one hand,government purchase is conducive to reducing the administrative burden of the government and improving the efficiency of social services.On the other hand,it can also bring high-quality resources to the growing social organizations to some extent and promote their development and growth.Since the "Roshan Hall" citizen service,the content purchased by the government has been expanded to many fields such as endowment,education and medical care.However in the purchase of social work service quality regulation,supervision mechanism is imperfect,lack of regulatory agencies,regulatory content mixed a series of problems which the government rent-seeking in,appraisal institution,social organization is not enough professional,the public are not satisfied with,such as multiple contradictions,urgent need a set of perfect supervision mechanism to alleviate the conflict between the regulatory body in the process of regulation,in order to promote the government to buy smoothly.In this paper,literature review is used to review the academic research on the supervision of the quality of social work service purchased by the government so far,and the reason,mode,content and supervision of the government purchase are sorted out.Through to the social work institutions in Chongqing district civil affairs bureau to buy Y,M undertake "sunshine elderly" mental health care project supervision practice in the process of the government to buy due to multiple principal-agent relationships involved in multiple regulatory agencies,including government services,to undertake social work institutions and the social public service(service consumer),third party appraisal institution such as regulatory body.Among them,the government and relevant management departments are the comprehensive supervision subjects,the social workers undertaking the service are the self-supervision subjects,the service users are the comprehensive supervision subjects,and the third-party evaluation agencies are the direct supervision subjects.Borrow the principal-agent theory,from many Angle such as power,information,resources and professional analysis in the process of service quality supervision of government purchasers and undertake the social worker of service agencies,the government and the third party appraisal institution,social workers undertaking institutions and institutions of the third-party evaluation as well as the social worker to undertake organization and service users the cause of the conflict,conflict between supervision and their respective adjustment methods,including service before buying government purchasers with social work agency qualification with prominent advantages,government purchasers and evaluation of third party hard and fast rules and passive to accept;In the process of service purchase,the government purchaser and social work organization should strengthen regulation and professional compromise,and the service object and social work organization should exclude participation and take the initiative to Sue for peace.The rigid requirements and preparation in advance of third-party evaluation agencies and social work agencies after service purchase,and the low trust and professional improvement of government buyers and third-party evaluation agencies.On this basis,a series of Suggestions are put forward to improve the system and mechanism of the government’s purchase of social services,establish a reasonable regulatory cycle and mode,and highlight the dominant position of the public.
