It is known that college counselors have important status and effect, which are essential in ensuring the right direction of socialist education and also play important roles in improving the students’ political consciousness. They are also the backbone in doing the Work of College Students’ Ideological and Political education. Meanwhile, they are the organizers, practitioners and guiders in the management and political education of the university students, which also take significant responsibilities for cultivating and educating students, the construction quality directly affects the quality of personnel training. At present, the system construction of the counselor of colleges has many problems, such as the imperfect management system, the unsound match-up mechanism, lack of professionalization and specialization of the sustainable development mechanism, the lack of a scientific and effective incentive mechanism, and many other problems. Therefore, the construction of the college counselor should be strengthened, and a series of scientific and effective incentive mechanism for college counselor are very important in playing a role in political education. At the same time, it is said that counselors’ ideological level, ability quality and professional dedication are key factors in improving the effective management of students.Nowadays, the college counselors in our country have improved significantly in diplomas, personal quality, working capabilities and other aspects. However, along with the constant development and progress of higher education in our country, these are not enough. In the past years, our country has issued several documents and policies on strengthening counselor team construction in recent years. But, there are also some specific content neglected, for example, large fluidity, tired thoughts, low enthusiasm, and so on. Such problems are common in the counselors who have worked for a longer time. What is the actual reason of such phenomena? That is main because the lack of a scientific and reasonable incentive mechanism in colleges and universities. No matter how many work and how well a counselor does, these make no difference. Thus, the counselor thinks that there is no future for his work. This reduces the overall level of the team. If things continue in this way, they will reduce the effect of management for students and degrade the improvement of political education.In this thesis, it is thought that there are some problems of incentive mechanism, such as low salaries, limitation of personal developments, performance appraisal unscientific and useless, insufficient rewards, less punishment methods and imperfect cultivation mechanism. The main reasons are embodied as following aspects: low profession recognition of college counselors, few works on the incentive mechanism of college instructor, system of management having drawbacks, the incitements on material reward and development not enough. In order to solve such problems mentioned above, it is said in this paper that four processes are needed. The first step is to build the incentive mechanism to achieve the individual value of counselors. The next step is to complete the counselor incentive mechanism of personal career development. The third step is mainly considered to set up some instructions to train counselors. The finally step is to establish a perfect compensation management system and scientific and effective performance management system.
