Since1999, China higher education has gone through a rapid development underthe policy of expanding the enrollment. Gross enrollment rate reached by15%in2002, which steps into a mass stage of development. The popularization of highereducation meets many people’s needs of accepting education, and meets the economicand social demand for talents, and promotes the economic development.However, there are many problems during the development of higher education,especially, one of which is it brings a big incursion to the underdeveloped eliteeducation. At present, the development of elite education, whether in theory orin practice is an important issue. This article makes a theoretical analysis of eliteeducation at mass stage and summarizes the system of elite education development indeveloped countries.
