| With the propulsion reform of different categories of public institutions, and the implementation of the reform of income distribution system of institutions of staff, the personnel management system of local colleges and universities based on post setting and performance evaluation has gradually formed. But the mechanism usually only for university staff establishment, not to hire external personnel included in the management category. Associated with expansion of the local colleges, and raise the level of running, followed the staff gradually increased, especially the increasing number of high-level appointments, it is imminent to establish a performance appraisal mechanism for external personnel. To establish and perfect the external personnel management mechanism can realize a clear powers and responsibilities, scientific classification, flexible mechanism, and effective supervision of the college and university talent management goals, improve the enthusiasm of school personnel effectively, and provide strong support for the local colleges and universities to improve the quality of personnel training and services to local economic and social development.This paper based on the practices and experiences from the post setting management and pay-for-performance implementation of local colleges and universities, through the analysis and research of the college personnel specification of the overall situation and the management system status, in the case of the college, to further explore and think about the establishment of a sound evaluation system requirements, a reasonable choice to employ staff appraisal system model, the path set up and manage programs to establish and improve the employment positions, as well as incentive compensation system to improve ways and means to accelerate information management hiring personnel appointment and assessment mechanisms center. |
