With the vigorous development of higher education in China,the number and scale of enrollment of local colleges and universities has been increasing and expanding,coupled with the promotion of the reform of the personnel system of public institutions,and the management department is also more and more strict in controlling the number of colleges and universities,the number and structure of teachers in public colleges and universities have far been unable to meet the needs of the expansion of the scale of school development.In order to effectively alleviate the problem of insufficient number of teaching management personnel,ensuring the education,teaching and administrative management of schools in an orderly manner.Local public colleges and universities recruit a large number of non-staff personnel.In recent years,with the continuous expansion of non-staff personnel in the local public colleges and universities,how to improve the enthusiasm of the non-staff personnel is a question that all colleges and universities have been thinking about.Based on the theory of relevant incentives,his paper takes the incentive mechanism of public institutions in Baoshan City,Yunnan Province as the research direction,take a case or two(of excellence)as an example for the rest of the lot to follow,and starts with the concept of clarification,analyzes and studies the status quo of the non-stuff personnel incentives,and points out that there are different pay and development of the equal work;the promotion channel is blocked;the performance appraisal is unscientific;and humanities care is insufficient,and so on.The root causes of the problems are mainly analyzed:the top legal policy is not sound,the salary and salary plan is unreasonable,the performance appraisal system is imperfect,and emotional incentives are not taken seriously.The author puts forward some countermeasures to improve the incentives for the staff outside the public universities in Baoshan City,Yunnan Province:advocating the right organs to modify and improve the supporting laws and regulations,construct a fair and reasonable salary incentive system,perfect the performance appraisal system,improve the career development promotion path,and attach importance to Emotional motivation.Through the research in this paper,the incentive mechanism for the establishment of non-staff personnel in public universities in Baoshan City,Yunnan Province is improved,and at the same time,it provides reference for other homogeneous public universities.
