Research On The Sports Stadiums Opening Performance Evaluation Index System Of Primary And High Schools In Part Districts Of Shanghai

In order to meet the people’s growing fitness needs. Given most of our stadiumsin schools is to meet the school teaching and training, most of them is in a closed state.In2009the State Council promulgated the "National Fitness Regulations" that theschool should open its sports facilities after school or in holidays, in the case ofnormal teaching activities, especially for the public schools should create conditionsfor opening up school sports facilities. The opening-up resources of school stadiumsmake up the current shortage of sports stadiums, thus to ease the problem of theshortage of public sports venues.However, how to make use of the school sports facilities resources effectively,mobilize the enthusiasm of the opening school is very urgent. For a long time, ourcountry is lack of necessary supervision in the process of implementing the use ofschool sports facilities. Currently, the information about opening up sports venues inprimary and high school is quite a lot, but most of the research articles limited in thediscussion of the current situation, the problems, management and other aspects of theopening-up school stadiums, the research of performance evaluation is moreuncommon.This paper studied the opening situation of primary and high school stadiums inJingan, Xuhui, Putuo, Pudong districts of Shanghai, it began from the effect ofopening up, build an evaluation system about the management performance onopening school stadiums, in order to promote service effectiveness on opening upschools, and provide the necessary regulatory basis for government to improve themanagement of public sports services.This thesis use the questionnaires, expert interviews, fieldwork and so on, sudiedthe opening situationes and problems of primary and high school stadiums in partsdistricts of Shanghai, by using the analytic hierarchy process (AHP) to determine theweights of each index for the evaluation system, and calculate the finalcomprehensive evaluation of the opening school sports stadiums. In order to test theobjectivity and accuracy of indicators’ performance evaluation for opening sportsstadiums in primary and high school, extraction of Xuhui distrct10schools of theevaulation system for verification.Through the study, this paper have the following conclusions:1. Construction of sports venues opening performance evaluation system ofprimary and high schools in Shanghai, has an extremely important role in evaluate theopening effect, and gradually improve the management level, thus improve the qualityof services to make a better serve for the community sports and people, to reflect itssocial benefits.2. Against the sports stadium opening situation of primary and high schools inShanghai, the use of expert scoring method, fieldworks, interviews and investigation,questionnaire survey and the analytic hierarchy process, build the sports stadiumsopening performance evaluation system of the primary and high schools in Shanghai,and base on its verification, compare with the existing " Sports venues opening tocommunity evaluation form of schools in Shanghai ". For comparison of the level of performance through10schools stadiums opening in Xuhui District and found both ofthe statistical results are basically the same, indicating that it has a better objectivity.However, in contrast, the stadiums opening performance evaluation system of primaryand high schools in Shanghai used in this study, the dimensions of the main indicatorsof performance evaluation, performance evaluation, and analysis of the performanceevaluation system, it can reflect the school stadiums opening performance levels moreeffectively.3. Through the sports stadiums opening performance evaluation of primary andhigh in Shanghai, it found that despite there is an increased number in sports stadiumsopening of primary and high schools in Shanghai in recent years, however, it’s urgentto improve the quality of services in the opening; from the overall point of view, thereare some differences in the stadiums opening of primary and high schools in eachdistricts; the levels of sports venues opening in Pudong New District and PutuoDistrict is higher than Xuhui and Jing’an District.4. During the process of the sports stadiums opening performance evaluation ofprimary and high schools in shanghai, it found that there is some debatable and needfor improved questions, in order to assess the level of performance for school sportsstadiums opening comprehensively and specifically, Indicators divided on theperformance evaluation system of the target layer, need further details; such as thesetting of “security management”, and “sources of funding” in “financial dimension”,it may divided from “government subsidy”,”self-raising”,“community” and“corporate sponsorship” and so on.
