The Research Of Charges Problem Of Pre-school Education Illustrated By The Case Of Shuozhou

For the past few years, the fees of kindergarten education has been agrowing part of household spending, which inflicts a great burden on mostfamilies. The fees of kindergarten education is far greater than that of highschool in most large and medium cities in China, some even higher thancollege fees, especially in some mega-cities, the annual fees come to a total ofover ten thousand yuan. So it is safe to say that the rising of the kindergartenfees are somewhat not justified.The research on the kindergarten fees helps us find the real cause of itsabnormalities and gives us some insight into coming up with a way to tacklethe problem, which would bring the fees back to a more accepting level sothat most children can have a fair chance at getting the proper education theydeserve. So the author picks this subject as the focus of the research, usingsome scientific methodologies to investigate the real cause of rising fees inhope that a solution can be found.This thesis focuses on the rising fees of kindergarten education, analyzesthe data collected from all over the country and uses Shuozhou city, Shanxiprovince as a specific example. The thesis confirms the startling fact that thefees of kindergarten education is much more higher than it should be and thereasons include the pinching kindergarten education budget, the limitedresources of kindergarten education, the uneven allocation of resources andthe relaxing overseer of kindergarten education, etc. Based on the analysis ofthe above reasons, a number of solutions are devised accordingly. Applyingseveral scientific theories and field report data, the author reaches thefollowing conclusions: the government should expand its kindergarteneducation budget; strengthen the overseering of kindergarten chargingactivities so that every child could enjoy the benefits of equal education; introduce the kindergarten bonds in the education systems, using marketmechanism to regulate the activities of private kindergartens so that the harsheducation conditions can be significantly improved.
