As a major project of improving undergraduate teaching quality,"Quality Project" was presented during the ’eleventh five year plan’. Its main goal is to solve the quality problems in popular higher education and improve the talent cultivation quality. Our government has implemented policies to helping enforcement of the "Quality Project". Time is fleeting. Now some seven years later, we should like to know the effectiveness of those policies. Basing on this consideration, the paper systemically analyze on the effect of relevant Curriculum policy with the background of "Quality Project", selecting the problems of policy Implementation as a research background, to propose a solution to enhance the effectiveness of Curriculum policy.The paper makes an attempt to use the literature review and survey method to analyses the influential factors to the effectiveness of policy, applying Policy Implementation Theory as theoretical basis.First, offer the way for successive empirical study. Secondly, having more grasped of Curriculum policies related to the "Quality Project". Some measures are taken by Zhe Jiang Normal University to promote the curriculum policy.Thirdly, through the methods of questionnaire and interview, this essay explores curriculum policy implementation’s problems and countermeasures by investigating factors that influence implement of Curriculum policies. This paper investigated the implementation and discovers the following problems:lack of propaganda and money, bad implementation envirment, out-of-date implemention way, lack of participation of professional organization, nonstandard management mechanisms, and low level of Personnel quality.Finally, explain the main reason to lead to deviation of implementing policy and try to find some countermeasures to prevent the executive deviation. The papper puts forward measures from four aspects:first, change implementation way and pay more attention on people-oriented; Second, improve organizational structures to strengthen the construction of professional organizations; Third, adjust inappropriate mechanism; Fourth, increase the executive effect of Curriculum policies.
