Under the background of unbalanced educational development in China and lack of high-level talents in ethnic regions, the"Minority of High-level Talents Project" policy is proposed as a preferential policy for ethnic education,aiming to cultivate high-level talents.topromote the development of ethnic regions.Since the implementation of the policy in 2004,10 years of development needs a Effectiveness evaluation combining quality and quantity, to help us understand the present situation of the implementation and challenge we are facing; therefore.optimize the policy. Based on the literature review on the relative research both in and out of China.this thesis uses some researching methods, such as questionnaires, interviews and mathematical analysis, etc., to analyses the effectiveness of the policy, explore the present situation of policy implementation, deepen the theoretical analysis, and put forward feasible strategy to optimize the policy.This thesis firstly explains the connotation and evaluation of the effectiveness of the educational policy from the theoretical level, and points out the developing process.the principles and the reseaching methods of effectiveness evaluation on this educationalpolicy.Thenexplorethe policy by the dimension of value and fact,to grasp the essence of the"Minority of High-level Talents Project", namely the core values:a form of tool to cultivate the talents of practice who are qualified for development of the west and ethnic areas.This thesis uses Delphi method to design the analyzing standards and indexs of the "Minority of High-level Talents Project" policy. Base on the features of the policy, the standards of effectiveness analysis ofthe policy combining "facts" and "value"has been setted. The thesis has also designed an three-leveled index system, consisting 31 indexes, and has setted the weight of each index by using AHP method.This thesis focuses on the investigation and analysis of the effectiveness and profit of the"Minority of High-level Talents Project" through questionnaires and interviews to collect sample data and applying Fuzzy comprehensive evaluation method for The quantization level analysis, and then combining quantization materials and interview materials to sum up a benefit evaluation conclusion of the policy. The analysis result shows:the project is a policy with rational prospect, and the target group participates actively; the educational resources distribute equitable, upholds the welfare of the involving parties; achieving the active unity of effectiveness and benefit in the target group education and society; However, there are some imbalance surfaced, causing difficulties to the program, namely:low efficiency of the execution organization and management capability; the satisfactory of the policy in different groups are varied; some backbone students of the "Minority of High-level Talents" have low content ratio of the education institutes; the employment condition is no ideal, the default phenomenon happen.The thesis analyses the causes of the dilemma, and finds out that the fundamental causes are the inflexibility of policy system and the "fixed pattern" of the organization; and the external causes is divorce between the individual’s developing demands and assistance of the policy. Further more, the dilemma is deepen by the deviation of utilitarian Value orientation of the aimed group, as well as the deviation of policy implementation by lack of supervision and punishment.This thesis proposes the strategy to optimize the policy of "Minority of High-level Talents Project":considering both the nation and aimed group, the policy should insist the principle of fairness and effectiveness; respect and coordinate the demands of different groups; strengthen scientific management of policy implementation, enhance the teaching quality, arouse the students’self-study motivation, enhance the interaction among individuals, schools and ethnic regions by practice, and promote employment to reduce breach of contracts.
