In the era of knowledge economy, because of the development of science and technology and economic globalization, competition between the regions had beyond purely technical and market competition, and the talent resources became the key factors in the competition. In2003, china put forward the strategy of reinvigorating China through human resource development, many provinces of china took positive respond to the national strategy, implemented talent strategy according to province situation, and then we got some achievements. However, the effect of talent strategy implementation was lack of scientific evaluation; the unified regional talent strategy measurement index system had not been established, strategy investment and implementation process was relatively extensive, the policy effects of talent strategy had not been fully released.Through adequate literature research, mining personnel and regional talent strategy connotation, emphasizing the key points of talent strategy evaluation, one is scientific evaluation of talent resources development in the province, on the other hand is scientific measure of talent development contribute to provincial economic and social development. From the perspective of input-output, analyzed the constitute cost factors of regional talent strategy investment, and factors affect the implementation of regional talent strategy, searched the related areas literature, used the frequency statistics and theoretical analysis, constructed the measurement index system of talent strategy implementation scientifically. Finally, selected Anhui Province as a case, described the current status of talent resources, and evaluated the Anhui Province16cities by factor analysis, combined with comprehensive scores of16cities; we got the situation of Anhui regional talent strategy implementation. And then hierarchical clustered for16cities by cluster analysis, put forward Anhui economic circle construction according to clustering results, made full use of advantage of geographically seamless with Yangtze River Delta region, promoted the strategy of central china rise.
