The report of the 19 th National Congress of the CPC puts forward that talent is the strategic resource for realizing national rejuvenation and winning international competition.In the construction of "double first-class",colleges and universities also highlight the core of talented people.It has become the mission of colleges and universities that strengthens the support and leading role of high-level talents,speeds up the training and introduction of a group of first-class scientists,subject leaders and innovation teams and cultivates an excellent team of teachers.Therefore,how to appraise and appraise qualified personnel scientifically,ensure the quality of imported talents and improve the efficiency of resource utilization are the important problems that universities have to deal with in the process of talent introduction.Based on the bibliometrics and scientometrics evaluation,this paper combines qualitative and quantitative analysis to establish a multi-index system of talented people in universities,taking the cutting-edge or high-ranking disciplines of Nanjing University of Aeronautics and Astronautics as an example.The results of the dissertation can provide theoretical basis and decision-making support for the formulation of talents introduction,performance appraisal etc for school personnel department.The main work of the dissertation is as follows:(1)This paper has finished large-scale investigation and reviewed the research status of talent evaluation at home and abroad.The results showed that the existing appraisal system evaluates the title,quantity of papers,awards and so on,but taking little or no consideration on the innovation ability of appraisers,the ability of international cooperation etc.The design of appraisal system is relatively general and lacks of operability score rules.This paper combined with the special needs of high-level talents in colleges and universities,studied the construction of a multi-evaluation index system of university personnel with multiple indicators,complete contents,dynamic and operable evaluation.(2)Using Delphi method and questionnaire sets on first-level evaluation metrics based on academic achievement,academic influence,academic innovation,academic advance and international cooperation.According to the development of the cutting-edge or high-ranking subjects disciplines in Nanjing University of Aeronautics and Astronautics,the questionnaires survey covers 12 first-level disciplines of Nanjing University of Aeronautics and Astronautics.Through the first-round indexes screening,the 12 disciplines are divided into three categories--taking disciplines dissimilarities intoconsideration--engineering,management,computer science respectively.All experts' opinions tend to be concentrated after four rounds questionnaires,and the content of the indicator system of the evaluation system is completed.In order to ensure the scientificness and rationality of the evaluation system,the survey respondents are chosen from primary leaders of disciplines in various disciplines,experts and scholars and graduate school and other relevant departments.(3)Indicator weight and evaluation rules.According to the data collected by the fifth-round expert questionnaire,the analytic hierarchy process and the data analysis software Matlab and Yaaph were used to calculate the weights of indicators at all levels of the evaluation system and verify the consistency of calculation results.Through the sixth-round expert questionnaire,the corresponding evaluation rules of dynamic and operability are established for different evaluation scales to complete the construction task of multi-evaluation system for university talents.Finally,the thesis verified the reliability and practicability of the appraisal system by means of case application.At the same time,the source of the index and the availability of the data are studied in depth.Based on the index system,visualization methods are used to display the indexes of the scholars,which enriches the contents of the talent evaluation and proposes future works in this study.
