In2001the Ministry of Education issued the "basic education curriculum reform program (Trial)", which clearly put forward:"Fundamental educational reform act’ indicates that the new national curriculum of physical education should change the high center-controlled curricula management and implement the three-level curriculum management, which is divided into national,local and school levels, in order to improve the curriculum adaptability in the context of local educational authority, school, and students". Thus, the school-based curriculum development will become the focus of a new round of education reform. Influenced by traditional ideas, teachers only passive acceptance of the education sector to the class requirements arrangement and content, basic not involved in teaching reform, or deliberately avoid teaching reform, and to implement their own "empiricism, individualism" teaching.
