In2001the Ministry of Education issued the "basic education curriculum reform program (Trial)", which clearly put forward:"Fundamental educational reform act’ indicates that the new national curriculum of physical education should change the high center-controlled curricula management and implement the three-level curriculum management, which is divided into national,local and school levels, in order to improve the curriculum adaptability in the context of local educational authority, school, and students". Thus, the school-based curriculum development will become the focus of a new round of education reform. Influenced by traditional ideas, teachers only passive acceptance of the education sector to the class requirements arrangement and content, basic not involved in teaching reform, or deliberately avoid teaching reform, and to implement their own "empiricism, individualism" teaching. However, the current educational reform be imperative, especially the relatively slow development of rural sports, and as one of the main aspects of the quality of basic education, the development of rural physical education be imperative.At present, the gap between urban and rural areas has become increasingly prominent, the lag of rural development to become the biggest obstacle to affect our country entered the well-off society. However, to develop rural, rural construction, should start from the rural education, and comprehensively improve the quality of rural people, and physical education in rural primary school is to improve the basis of national physical quality, it is an important part of rural education, which directly influences the development of fitness industry, occupies a very important position in national education in the.
