Education equity is the foundation of social justice.For a long time,due to the uneven distribution of educational resources between urban and rural areas in compulsory education,there has been a huge gap in educational quality.In order to solve this dilemma,one new system has been set up---swap principals and teachers among schools to ensure even distribution of educational resources,according to the Ministry of Education.In 2014,local teacher swap system is implemented in Weinan city.In the past five years,the new policy has achieved certain results,However,due to the short implementation and lack of references,some problems appeared,especially the lack of scientific evaluation research.Therefore,the research on teacher swap system effect evaluation is quite necessary.This research relies on comparative analysis method,questionnaire survey method and interview method.Based on current situation of Weinan compulsory educational teacher swap system,explored the problems of insufficient goal achievement,lack of satisfaction,and policy distortion in the implementation of teacher swap system,figured out the reasons like insufficient Scientology in the policy formulation process,lack of corresponding laws and regulations,inadequate supervision and guidance,insufficient safeguard measures,and formalism implementation,put forward solutions which based on actual data analysis: such as revise and improve policies,improve policy implementation environment,increase publicity,strengthen incentive evaluation,strengthen supervision and guidance,and other practical suggestions.Encourage teachers to participate more actively in teacher swap system,and ultimately achieve the goal of even distribution of educational resources.
