Interscholastic teachers’mobility can advance different teachers’and schools’ experience, then it’s possible to realize the win-win situation of teachers’ self-development and the instruction quality improvement. This means that teachers’ mobility is not only an effective way to achieve teachers’professional development, but also can reduce the interscholastic gap in teachers’allocation, and then narrow the interscholastic gap of the instruction quality in one region, finally achieve the general improvement of the instruction quality in the region. This is essentially the implementation of the balanced development of regional education.In recent years, relevant departments have taken measures related actively,which propel teachers’mobility efficiently, but unreasonable teachers’mobility is still grim, which exacerbated interscholastic gap further, increased the overall advancing difficulty of the instruction quality of compulsory education. Therefore, the construction of interscholastic teachers’mobility guarantee mechanism is not only necessary, but also urgent.This paper first discusses the content and operating mode of interscholastic teachers’mobility guarantee mechanism in theory, then introduces the bundled interscholastic mobility patterns implemented in Wolong District, Nanyang city; assesses advantages and disadvantages of interscholastic teachers’mobility guarantee mechanism learns from modes of teachers’mobility in Japan, Chengdu, Shenyang, and then gives some suggestions about how to build up interscholastic teachers’mobility guarantee mechanism based on the above theory. This paper is divided into five parts:the first part explains background and significance of the research,defines some related key words and then states the research ideas and methods. The second part discusses the content and operating mode of interscholastic teachers’mobility guarantee mechanism from the point of theory.The third part is the introduction of the bundled mobility patterns within schools implemented in Wolong District, Nanyang city; the Wolong District, Nanyang city to implement the "bundling" of interscholastic mobility patterns. The fourth part disscusses advantages and disadvantages of interscholastic teachers’mobility guarantee mechanism in Wolong District, Nanyang city. The fifth part introduces the teachers’ mobility modes of Japan, Chengdu, Shenyang and then draw a conclusion.The last part gives some suggestions and strategies.
